📌 The OIZ Implementing Regulation states the following on attendance fees payable to OIZ body members: "Members of the Entrepreneur Committee and the boards of directors and audit may receive an attendance fee per meeting in an amount determined by the Entrepreneur Committee. The total monthly amount of this attendance fee may not exceed the net monthly remuneration paid to the chairman and members of the boards of directors of public economic enterprises and their affiliates, as determined each year by the Presidency."
📢 Presidential Decree and Calculation
Presidential Decree No. 9904 dated 29 May 2025 sets out the payment system. Under the decree, board members of Türkiye Post and Telegraph A.Ş. and İller Bankası A.Ş. receive an amount calculated by multiplying the indicator figure (30,720) by the civil-servant monthly coefficient; the board chairman receives twice this amount; and audit board members receive an amount set by the General Assembly not exceeding 3/4 of the figure set for board members. The civil-servant monthly coefficient for January–July 2025 is 1.012556.
Note: The term "net" did not appear in the previous decree.
🎯 Based on this, the calculation 30,720 × 1.012556 = TRY 31,105.72 is the upper limit for attendance fees. The Directorate General for Industrial Zones' notification to OIZs at the start of the year also stated the upper limit as TRY 31,106.
💡 Payments to the Entrepreneur Committee and Board Chairmen
In OIZs administered by an Entrepreneur Committee, if a decision is taken by the authorised body, the Entrepreneur Committee chairman and the Board of Directors chairman may receive payment not exceeding ❗twice❗ the monthly maximum payable to board of directors and audit board members.
💡 Payments to the Audit Board
Given that the OIZ Implementing Regulation caps the fees of OIZ audit board members not by the audit board member fees defined in the Presidential Decree (not exceeding 3/4 of the amount set for board members) but by the board of directors fees, the upper monthly limit for attendance fees payable to OIZ Audit Board Members may be set at the same level as OIZ Board of Directors members (TRY 31,106).
⚠️ Other Payments
Even with an authorised body decision, OIZ body members cannot receive any other payment besides the attendance fee under any name — such as bonuses, commissions, or committee chairmanship/membership fees. In short, the additional January and July payments mentioned in the Presidential Decree cannot be made in OIZs.
✅ Attendance Fees in OIZs Governed by a General Assembly
In OIZs where governance has passed to the General Assembly and the Entrepreneur Committee's duties have ended, attendance fees may be paid to board of directors and audit board members in amounts determined by the General Assembly.
