📌 Since 2022, technopark management companies have been able to establish Incubation Centres outside Technology Development Zones with authorisation from the Ministry of Industry and Technology. These structures — also referred to as Entrepreneurship Offices (GO) — aim to spread innovation and technology-based entrepreneurship beyond technopark boundaries and into different parts of the city.
🏗️ Initial Launch and Progress
In this context, the following were first announced:
• Ankara Technology Development Zone (Bilkent Cyberpark) – Ankara Technology Bridge Incubation Centre
• TÜBİTAK Marmara Research Centre Technopark – Marmara Teknokent TÜGİP Incubation Centre
Both were declared in September 2022.
📊 According to Ministry data, the most recently declared one — Boğaziçi Technopark Batman Entrepreneurship Office — has brought the total number of Entrepreneurship Offices established outside zone areas to 11.
💼 Support and Advantages for Entrepreneurs
Entrepreneurs located in these centres outside zone areas can benefit from all supports, incentives, exemptions and allowances under the relevant Law — including Income/Corporate Tax, VAT and Stamp Duty exemptions, as well as social-security premium support — in exactly the same way as those within the zones.
🧩 Eligibility Criteria for Companies
Companies seeking to operate in these offices must meet the following criteria:
• Be technology-based,
• Have been established within the last 3 years,
• Have fewer than 10 employees.
🏢 Requirements for Technoparks to Establish Incubation Centres
For a technopark to establish an incubation centre outside its zone area:
• It must already host an incubation centre in its own premises,
• At least 10% of total firms must be incubator firms,
• At least 5% of leasable area must be allocated to these firms.
⏳ Management companies may allocate space to entrepreneurs in the pre-incubation programme for up to 18 months in these centres.
